Write about the following topic: Some people think that governments should spend money on railways rather than on roads. To what extent do you agree or disagree? Give reasons for your answer and include any relevant examples from your own knowledge or experience. Write at least 250 words.

It is sometimes argued that public money would be better spent on railways than on roads. I largely agree with this view, although I believe that roads still deserve targeted investment, particularly in rural regions. The strongest argument in favour of rail is environmental. Trains move large numbers of commuters with far lower emissions per passenger than private cars. When cities expand metro systems and regional lines, congestion and air pollution often fall. Several European capitals, for example, were able to restrict inner-city traffic only after upgrading their rail networks, and the air quality improved as a result. A further benefit is reliability. Rail services are less affected by daily traffic jams, so passengers can predict their journey times more accurately, which is valuable for both workers and businesses. Nevertheless, it would be unwise to abandon roads altogether. Many communities have no rail link at all, and farmers, emergency services and small businesses depend on well-maintained highways to move goods and reach customers. The sensible policy, therefore, is not to choose one mode over the other but to direct most new funding towards sustainable rail while continuing to repair the most important road links. In conclusion, I agree that governments should give priority to railway expansion, since it offers clear environmental and practical advantages. However, road budgets should not disappear entirely; they should instead be focused on maintenance and on the areas that genuinely cannot be served by rail.
